October 13, 2026

(BALTIMORE, MD) – Local residents and other interested members of the public are invited to comment on a proposal by applicant ICFTS MD Solar, LLC to construct a 4.63 MW alternating current (MWac) community solar project in Caroline County. The hearing will take place on Monday, November 9, 2026, at 6:00 p.m. at the Caroline County Health & Public Services Building, 403 South 7th Street (Rooms 111 and 112), in Denton, Maryland.

The Maryland Public Service Commission has delegated this case to its Public Utility Law Judge Division; Public Utility Law Judge Amy Schaeffer will preside over the hearing.

In November 2025, the developer applied to the Commission for what is known as a Certificate of Public Convenience and Necessity (CPCN), which grants an applicant the authority to construct, modify or operate major public utility infrastructure. According to the application, ICFTS MD Solar, LLC proposes to construct a 4.63 MWac community solar project that is anticipated to occupy 47 acres of a 163.84-acre parcel located at 26844 Hobbs Road in Denton, Maryland.

In addition to taking comments from the public, the hearing will include presentations by the applicant and the Power Plant Research Program of the Maryland Department of Natural Resources, followed by the Commission’s Technical Staff, as to their recommendations regarding the proposed project.

Members of the public who would like to join the hearing virtually may register (by November 5, 2026) from the ‘File a Public Comment’ page of the Commission’s website, https://psc.maryland.gov/online-services/file-a-public-comment/:

Comments sent by mail should be addressed to: Jamie Bergin, Chief Clerk, Maryland Public Service Commission, William Donald Schaefer Tower, 6 St. Paul Street, 16th Floor, Baltimore, MD 21202. So that they are noted in the proper case file, all comments should reference Case No. 9835 and can be sent through November 12, 2026.
